Same problem also with latest builds of windows 10... so we still have to rename .exe file...
(with other games i can't fix this problem, for example Quake II...)
remember that on all windows 10 versions (and i think also windows 8/8.1) all dx8/8.1 games are launched in a forced borderless mode (that these games doesn't support) and this cause many problems (antialiasing can crash all these games, and v-sync can't work)
try to use this file https://reshade.me/d3d8to9 if you want to use direct3d version of outlaws (that use dx8)
copy that .dll in outlaws folder
