I was downloading the bonus soundtrack and gog says its 77mb but when i dl its 62.4mb, is it incorrectly sized on gog?

62,4 is correct ;-) The unzipped folder is about 93 MB.

You must load them separately in your account (additional content). Should be there at least, i just looked for it.

Go to your GOG account page, look at your library of games, click on Outcast, and then look at the menu that pops up. There should be several items listed under "additional content" including the soundtrack. You must download each of these items separately.
