I have been playing Omerta but never saw anything in the game related to the DLC. According to the game card I should have the Bulgarian Colossus as part of the main game plus I took advantage of the recent sale and got the Con Artist a swell. It occurred to me that I may have never installed them so I ran the installers and wend back into my saved game and saw nothing different. I tried starting a new game and my first city map had one location identified as DLC. I didn't want to start over because I was pretty far into the game, so I finished my playthrough and then started a new character. However when I start the game with my new character the neighboorhood choice marked DLC is no longer there. Am I doing something wrong or was the DLC really implemented this poorly? Also, if I have 2 pieces of DLC shouldn't I also have two choices that are marked as such?

DLC comes from french Dans Le Cul, that's why you see nothing.

I did install both DLCs, that is I ran the installers for both, starting with the update that includes Bulgarian Colossus. The problem now is that I don't know how to play the DLC in game. The option to play the DLC only showed up once.

Something has been messed up with your installation it seems. Check that the file "Omerta - City of Gangsters\Packs\Maps\DLC01.hpk" is there, since I think that's the whole of The Con Artist DLC. I did try starting a new game, and the DLC missions do appear as normal.
As for The Bulgarian Colossus, that one is accessed in a mission, middle of Act 2 if I recall correctly.
If the file is there, but you still can't access it, I'd suggest reinstalling the game from scratch. If you still can't access it, drop me a line, and I'll try to see if I can help a bit more, though I doubt I'll have time before Monday.
