There are MANY titles offered on both Steam and Non-Steam platforms.
Of these titles, many prefer to offer their support in one location.
Sometimes it's through the Developer's website or help forum; the Dev's Discord; or other.
On rare occasion, the Dev's of a title will have referrals to Epic or GOG forums for all support regardless of platform of purchase.
Most often, the Dev's will handle support on Steam.
Your best bet: If it was announced on Steam first, but is later offered elsewhere; go to Steam for support.
Ignore all the Steam-Fanboys' hollerin' about non-steam users offending them by daring to participate while you are not a Steam Subscriber for the title at issue.
While you're there addressing your particular issue, make a separate mention that there is no 'presence' here on this non-Steam forum, and would they kindly address it by creating a Sticky here with their preferred method for getting support for the non-steam users.

Discussion on Steam is quite active, but most complain about how hard it is to find tablets, seeds and circuit boards (which I simply can not understand, once you have the rover and grinder 3 you get enough of them including MREs to build several bases and no need of planting anything)

I can understand that the devs concentrate on steam, but not offering the latests "public testing" patches on other platforms is a bit a let down.
