787932 is the correct code. Sometimes selecting the correct circles on the dial itself is the problem.

It should not be an issue with the game, no. Was Texas the state listed under the compass in the Mayor's office?

Yes, it was Texas listed in mayors office under compass. Have tried numerous attempts to enter the code 787932 to now avail. Phone doesn't ring or do anything for that matter.

Yeah...finally gave up and tried in the tower. Found my way up, watered the tree, went back to top of elevator and got stuck.

Guessing that phone booth is just a decoy?
