After download, can this game be played completely offline, yes or no?

As mentioned in many many posts, this game is completely playable offline. You only need to be online if you want shared discoveries (i.e. show planets/animals named by other players). Otherwise the game is fully offline.
The fact the game is on GoG is already a clear message it's playable offline, to be honest.

Pretty sure gog staff said on the forum there would be no first time online activation needed either.
Official statement, though... not seen that yet.. :) Things can happen along the way.
