Okay, I have the latest update with offline game. Are they randomly appearing in the Anomaly, or do they not show up unless you are galaxy only?

They only show up when you're online with Galaxy.

I've edited the save file using Notepad++ to enable QS missions when offline which also works. You need to find the latest savefile, usually called save.hg and search for:

"b2n":"^QS_REWARDS_ON",">MX":{}},

Chang to:
"b2n":"^QS_REWARDS_ON",">MX":{">vs":2}},
