Currently no patch notes up on the official site yet. But it's reportedly out on PS4, XBOX, and Steam. Here’s the notes from the experimental.

Latest changes on Experimental (10/10):

Fixed an issue where items could fail to display in the Quicksilver shop.

Fixed an issue where Community Research missions could be given deadlines in the distant future.

Fixed an issue where players could get trapped when getting out of some ship types.

Fixed an issue where players could fail to be given the blueprints for Hydroponic Trays.

Fixed an issue where players could fail to be given the blueprints for the plants required by the Farmer.

Fixed an issue where players could fail to learn the Circuit Board blueprint at the correct time.

Fixed an issue where NPC missions might return to a building that had no NPCs in them.

Fixed an issue where players could fail to learn the Glass blueprint at the correct time.

Fixed an issue where players could fail to learn the Frigate Fuel blueprints at the correct time.

Missions from the Mission Board or planetary NPCs will now display their mission title on the Galaxy Map instead of their current objective, to help manage destinations when multiple missions are active.

Not fixed - Fixed an issue where players could get trapped when getting out of some ship types.
Just upgraded straight from 1.59 to 1.64.. Playing my original savegame from 2 years ago, never had mods. So far nothing bad has happened.

Only weird thing is my exotic guppy style ship will fly through asteroids but not hit anything, I just pass right through them like a ghost. My other ships will still crash into asteroids and collect the minerals. I only checked this in one system. Might be different when I warp out to somewhere else.

I have not been stuck in a wall when exiting the exotic, when I find an anolamy I will check for the stuck in wall bug..

The 3 original exocraft have way more inventory slots now. My colossus has 42 slots. The others have more slots as well. There is a new 4th type exocraft blueprint , but I haven't built it yet. Also some new exocraft racing technology blueprints. I don't know when all that was added, I rarely use exocraft these days.

Read about the new freighter storage rooms here in the forums and found the blueprints in a submenu under the equipment tab. Built them out and got all my stuff back. I needed magnitzed ferrite and sodium to build them.

I didn't update sooner because I was worried about crashing my savegame or losing my inventory. It worked out for me, I hope your update is trouble free for you. I backup my game folder before every update.

The Manual Install files have not been updated again, so it looks like those of us not willing to install GOG Galaxy will have to wait until Monday

I wish HG were consistant and updated for everyone at the same time.

They probably do, but manual patches go through GOG testing, which is usually why they're delayed.
One of the portable refiner from an earlier version produces 30 ferrite dust for me, from nothing, each time I revisit my capital ship. Nice perk, havent tbe heart to pick it up. Prolly will have to when I come across a 31+ flag ship.

No, I once asked GOG why they always seemed to delay upload of the NMS Manual Install files, the response was "Ask Hello Games".

Well, all I can tell you is GOG's manual install patches have always been behind other platforms.
Finally got the chance to play NMS since patch 1.58 because of real life and Factorio. ^^ But seriously, has HG done something to the color palette? The color's saturation looks richer now and everything looks crispier as well. Also, the performance of the game seems smoother but I must further check on this because it could be just a placebo thing. The quick menu keybindings is a QOL I wanted since day one. A great addition. Later on I'll turn on tessellation to see how it fairs on my pc.
At least in the last experimental before 1.64 I still got stuck/trapped in the new Anomaly Sphere exiting from my exotic ship.

And btw homepage is is seldomly updated just with major releases/fixes. If you want to follow all things going on in experimental (which are then pushed to release) you would need the follow the NMS discussion forum on steam which has a pinned experimental update thread (provided you're not boycotting Steam).
