I got my freighter and got a mission to build and inspect a Fleet Command Room. I built the room, but when I go in and interact with the terminal it just tells me there are no expeditions assigned. The problem is, from what I have read, this terminal is supposed to give me the blueprint to make fuel and I can't assign and expeditions without it, so how do I get this mission to continue to the point where I get the fuel? Thanks.

Make sure that quest is the active one in your log. If that doesn't work, try deleting it and rebuilding.

Yeah, I had it active, found out early on that quests would refuse to work if they were not active. :) Also tried deleting and going back to the original quest giver as some web pages have suggested, but that didn't work either. Rebuilt it and nothing works. The icon showing me where the quest is located is showing off to the right side of the bridge and down below me, but there is no way to get to that location and there is no way to reset or restart the mission. One post said the only thing I could do is start over and hope it didn't break the next time. :( I am not in Creative mode, but apparently the bug for that was supposedly fixed, so this is basically the same issue for regular play.

Ugh, that sucks. Only two other things I can think of:

1) Delete the room again, then warp to a different system and call your freighter. Try once more to build it and see if that makes a difference.

2) Use the save editor to give yourself the blueprints for the frigate fuel.

I'll try the warp thing, don't remember seeing that suggestion before. May have to use the editor if I can't get this to work any other way. :)

I've used it a couple times to fix a broken quest, so if all else fails, that's not a bad option.

Well, I was in a different system than my freighter, so I flew into space and summoned it, as soon as it arrived it triggered the fuel and continued the mission, now I have a new problem. It still shows my Fleet Command Room as off somewhere I can't get to, and it doesn't recognize the fleet I sent off from the one I built, so I still cannot continue the mission past the same point it was stuck before... Oh, and don't try to delete the command room while you're standing in it, it will drop you through the ship and into space. Haha. I died trying to see if I could delete the one I can't see and deleted the one I was standing in instead.

In the starting tutorial missions (Awakenings) there are instances where you cannot go back doing what you have missed to do before. What you should have done is: You had to go in the Fleet Management section on the bridge to receive these blueprints, you haven't done it and now it's too late. (And there are other situations where you can get stucked, NMS tutorial missions don't have the freedom you expect, follow them to the letter without interruptions when you restart next time.)
You must now or restart game, or use the NMS Save Editor for Java 8 to add these blueprints into your stock, go in the right tab, the interface is intuitive enough so you can succeed doing that, it doesn't take long. You need Java 8 installed to run this editor. The direct download is here:

https://github.com/goatfungus/NMSSaveEditor

Once started, allow the program to update to latest version.

This one should do the trick:

Otherwise, restart game and do the necessary step RIGHT this time, there is no other solution in-game.
Good luck,
