Mind as well make it a solution even if it doesn't work.
win7 is my last ms product.
I still cannot believe someone at GOG (DRM-FREE) store support would say; or just get windows 10 to fix my issues with game that worked before update!?!

Guessing from the (partial) error message you posted, it seems like you're missing more than just the 2017 Visual C runtime.

Download and install the Visual Studio 2017, 2013 and 2010 distrubutions, respectively.
While I kind of get, why GOG support might have responded the way they did, I very much agree with you on that not (even remotely) being an acceptable suggestion.
