I was answering the second part of your question (not the first and third) meaning I think it is a real spell but I have no idea what the console command for it would be.

Have you successfully scribed other (seventh level) spells?

Zaxares: There are a few spells that are mysteriously missing scrolls, IIRC. Another problematic spell is Mass Owl's Wisdom. There IS a scroll for it, but it's mistakenly marked as a Divine-only scroll so Wizards can't learn the spell from it, meaning that if you want the spell you'll have to manually choose it during level-up.
