Have you tried bashing down the door?

If that doesn't work, then it's probably a plot-driven door and can neither be picked nor destroyed and must be opened by triggering a specific event.

You have to talk to the priest of Tyr first and tell him you will take care of the traitor. The priest of Tyr is north of the room with the boss.

No, you talked to Judge Oleff in order to get the side-quest. There is a priest of Tyr 180 degrees in an alcove that is hurt. Talking to him will allow you beyond the door.
