North of Green Griffon Inn, on the road to Luskan, is a gate which requires a key. Where can I obtain this key?

You can't get into Luskan until the epilogue of the second chapter, after you finish your business in Port Llast.

I've done all the side quests I can in Chapter 2.

You have to finish the main plot - present all evidence to Aribeth and Aarin Gend. After that, operation base will be moved from Port Llast to City of Luskan.
