I step into the portal in Wizard's Grove, but nothing happens. Any suggestions?

You must have the teleportation scroll. The scroll can be gotten from Lillian at the Drinking House at Beorunna's Well.

I went back to Beorunna's Well and talked to Lillian. I believe I tried every conversation path. She mentioned giving me the scroll, but it didn't show up in my inventory.

You could try checking the "Divining Pool" where missing plot items show up and can be recovered for a fee. Do not sponaneously remember where it is in chapter 3, normally it is in a temple or near to where you started the chapter (there was a temple of Tyr in chapter 3, my guess would be that the pool is there).

Other than that you can try to give it to your character using the debug mode. I took a guick glance at item lists I know but have not found that particular scroll mentioned there, so finding the correct identifier might be a challenge.

If all that fails you could export your character and restart chapter 3 with it or if you have, try an earlier save.
