I have just installed my Neverwinter Nights 2 Complete package, but I cannot find the toolset?
UPDATED: I found the toolset but it won't open/start the program?

What happens when you try?
Any error messages?
Do you get to the loading global blueprints screen?

It gives me the blue global loading thing for about 2 secs and then nothing. like I never pressed the thing.

Are you using Galaxy?
If the game is installed in ProgramFiles(x86)
You might have to run the toolset as administrator.
Do you have .NET Framework 3.5 installed? (see pic)
And DirectX 9.0C from the June 2010 runtimes
