Does anyone know what GoG's policy is on multiple keys ? For example is it permissable to purchase ANOTHER copy of NwN thru GoG to get another set of keys, or is it one purchase per account ?

I wouldn't mind buying this again, for another set of keys if allowable.

Well, you can't buy a game that you've already got in your account as the links to do so are just not there. However, as far as I'm aware, there's nothing stopping you from having multiple accounts, you'll just need different email addresses for them. So, I think you can set up a second account and buy the game with that one so that you have bought it twice, and yes, you would then be able to ask for a key with the second account.
