Tiziano: By trials and errors I have found a solution that works.
Using an editor open the file "gameoptions.xml" in folder "c:\Users\<your_user_name>\Documents\JoWooD\Neighbours From Hell 1".
In line 5 change:
backbuffer="0"
to:
backbuffer="1"
Save file and start game.
Same method works also for Neighbours From Hell 2.
