The game won't let me scroll, the camera is fixed and I can't pan around the level with my mouse or keyboard. Everything else seems to work ok and the menu pops up when I hit escape. I can only look at the areas the camera starts on.

Try to re-calibrate your mouse, or if you didn't installed the drivers for your mouse, install them.
A little late, but maybe could help other people with the same problem.
See if your Scroll-Lock key is turned on. If it is on, turn it off.
I'm in the same situation - using windows vista 64bit. Tried some compatibility mode stuff, but that hasn't helped.
It's a DirectX issue, basically.
I fixed it by installing a demo for a game that had a little DX update with it.

I had the same problem and Zulgaines' solution worked a treat for me. Thanks!
Neither installing that or reinstalling direct x fixed it for me.
I just got this game and the scroll feature doesn't work for me either. I tried downloading the newest DX updates and even messing around with mouse configuration (which is just the touch pad style for me, because I use a laptop) to no avail.

Plus, my keyboard doesn't have a Scroll-Lock key. Is there another way to check if this feature is on? I don't think mine actually has the capability...

Hoping to find another solution because I would like to actually be able to play this game instead of standing at the beginning doing relatively nothing of interest.
Just wanna bump this, having the exact same issue, and I don't really wanna download a 250mb demo when others say it doesn't work

i activated the game, downloaded it, and it launches and everything but there is no scrolling around the screen. updated directx, tried the fix with changing the value from 0 to 1, tried the fix of putting it into windowed mode, none of these work. what do?

Somebody on Steam helped me out and I have it working now.

Go to the C/USER/USERNAME/Document/Jowood/NFH1 and/or NFH2 folder.
Open the "gameoptions.xml" file.
Find the line: <ingame autoscroll="false" timelimit="true"/>
Swith replace the 'false' in that line with 'true' and it works.
Unfortunately I gotta bump this. I'm on my lenovo laptop with windows 8.1, if it's any important.
I've tried everything - changing from full screen mode to window mode, changing "backbuffer" from 0 to 1, changing autoscroll from false to true... I also messed with legacy mode and re-installed the game. None of these seem to help, though. Can anyone give any help to this? It'd be really great to be able to play NFH again.
