In 40 Millennium people are not racists when it comes to skin colour. All positions in the Empire are open to anyone, be it admiral on inquisitor. Of course as long as you are human.

Character creation is very limited. There are about ten predefined portraits of both men and women. You can choose people of different ethnicity. Though the range is limited. 2 of African descent (1 male and female) and 2 of Asian descent (1 male and female) and several of Indio-European descent. So a pretty broad range of portraits for the remaining ones. But like I said over all it has a limited character creation. But for what it does have there is a varying representation so a bit of something for every one with in the limited scope of the game.
