Yes, Unity is not the most efficient engine.Still, it should be possible to update a PC every few years. Back in the 90s you had to do it every 2 years because technology changed so fast.

Course on my GTX 1080 I even get framedrops below 60 even when turning down the res to 720p. Yes, there are many areas in which I get 60 FPS@2160p. But then there are also many mid 30-areas low 40-areas with poor GPU utilization. On top of that, the game got hitches. Hitches that even persist in 720p. (they only go away when lowering the details, which isn´t appropriate for a game looking like it does) If I underclock the 7700K, performance drops even further.
→ Most probably poor CPU-optimization in older Unity Version, that´s why I believe switching to UpToDateUnity might help.
On thing that comes to my mind: Are you running a Vega 56/64? Maybe it´s running better on AMD. Not very often the case that AMD performance in CPUlimit is better then Nvidias, but it might be.
And well, as I said, it´s generally bad optimized in a way of beeing unefficient. The game should have either stellar graphics with this performance or stellar performance with these graphics. Right now it got neither for me.
Honestly, I'm running an 8GB RX-480 and have no trouble with frame rates or stutter--IQ maxed in game settings--running at 2560x1440 (native res for my present monitor.) I mean you'd expect that, really, in a title this old. I will say this, however--what happens when you go to 1440p? Have you tried that, just to see if your GPU is struggling with 4k in this particular game?
Edit 1: Went back and fired up the game just to make sure nothing had changed--no problems--make sure you turn off vsync. On my system it's zippy @ 2560x1440 & max IQ--all graphical effects on. The AMD drivers have a nice feature called Enhanced Sync that you set in the driver control panel for the game while you turn off vsync within the game itself--runs the game at 90% of the vsync-off speed while at the same time it eliminates 90% of the screen tearing usually produced from vsync off--works very well.
What happens for you with vsync off? I know you tried it at 720P but was that with vsync off? Interesting that this would be a challenge for your card & driver, etc.
