Necroposting a bit here, but I might've found a solution to the sound problem (it solved it for me, anyway). First of all, thanks to IronArcturus for providing that fix for the D3D issue - without that I would've gone completely bonkers trying to get this sucker to run properly. As for the sound issue, I tried adding "-NoMixer" to the manual options line, and after toiling for hours trying to get the sound back, there it was in all its glory.
So here's what I use in the Manual Settings line in the Moto2 launcher in order to get the game running WITH sound and D3D enabled on my 64-bit Windows 7:
-D3D -KeepAvailableVram-1073741824 -skipintro -DontLimitFramerate -NoMixer
(The "-DontLimitFramerate" command eliminates the 30fps limit the game comes with - it really does wonders to the flow of the game!)
To anyone who's struggling with getting this game to run, I hope this helps :)
