Is the manual missing pages? It looks like a glorified installation guide.

I found the manual for in-game stuff is in an .mvb file which comes with the installation; you'll need to move the game's installation to a 32-bit Windows XP (or earlier) installation to view these files.

Better than trying to use old files download the RBXIT Win7 patches from: https://github.com/juanitogan/rbxit/wiki/CyberStorm-1#rbxit-win7-patches open the exe with 7zip or winrar and unpack the MANUAL folder somewhere. There you hae the manual converted to new windows help format :)

They really should include the Quick Reference Card with the game.

I was doing "investigation" about original release some time ago and appareantly, the "full" manual in physical version was never released (only "in-game" instruction, as already mentioned).
Only thing which is missing is this quick reference guide:

It's not too much, but it's probably the closest thing to "manual" (aside from in-game content, mentioned by LeadProphet and hohiro).
