First: Despite being level 12 master Water magic, I can only seem to get mild enchantments, whether weapons or armor or other items. In addition, I am not getting Shielding or Swift at all ... Shielding is hard to come by, and Swift not at all. Is there an error somewhere in the latest patch?

Second: I am getting a "you are unable to pick the lock" message for some chests, which I have never seen before. Again, an error in the latest patch?

I looked over the ReadMe file for v2.4, but I'm not seeing anything. Is this just the RNGs conspiring against me?

The level of the caster doesn't effect the power of enchantment. It does let you cast enchantment on less valuable items (eg Moon Rings).
I will repeat what another person reported on this once before. The Mention of lock picking is a remnant of code of a feature that was dropped from the game.
