well yall know the jazz, take the wand have the mercenaries show up if you don't complete the quest but this time I actually wen't ahead and completed the quest but this caused everything in harmondale to lock up but none of the mercenaries showed up so I couldn't kill them (i think this may have been caused by me completing the quest late).

so is there any way to fix this?

If you were late turning in the quest item, then the mercenaries should have shown up (just like if you didn't bother completing the quest at all). Did you try leaving the Harmondale area and coming back? Did you check your castle for mercenaries?
I think I was late but I didn't go to harmondale before completing the quest so I guess the mercenaries never spawned or despawned when I completed the quest? the guy said i was late on the quest but then accepted the tapestry anyways and completed the quest.

yeah left and visited harmondale many times since and made sure everything was clear despite nothing ever spawning, even passed a few years and had all the mobs on the map respawn.

And shops and everything are still closed? Yeah, that sounds like a bug. I'm not sure what the problem would be, but I'd have thought at least a map respawn would clear the problem.
