I'm just wondering whether the dev(s) can directly upload the offline installer updates or if they are sent to GOG for them to upload?

At the moment, it appears that Galaxy users have access to the latest version (0.91.36.1 since 08.02.2021) whereas the offline installers are still the old 0.91.35.5 version. I ask as I don't use Galaxy and there are rumblings in the general forum that offline installers may be phased out which I don't think will happen but it has made me wonder who uploads the offline installers.

Devs cannot handle offline installers that are processed by GOG system automatically.

Sometimes offline installers may be delayed.

Thanks for the verification. There has been some debate about whether devs could or couldn't which made me wonder what the situation was.

As for the delay, there is usually a short waiting period for the offline installers but this time it seems this longer wait is due to a problem with GOG's systems;

all off line installers for all games on Gog are made by the gog staff and they have other jobs to do
