Is it a licensing issue or are there other game related issues (compatibility with newer OSes, performance etc)

There is a pending wishlist entry for this, including the request for the missing audio drama that was included with the floppy EGA version.

So I understand, the half hour audio drama was included in the CD-ROM VGA version, on an audio CD rather than tape.
Yeah it does seem we're missing out on something by not having the EGA version included. More music, graphics, text.
The writing has been cut a lot too, in the VGA version. EGA version is way more fleshed out. GoG needs to add the EGA version for sure.
I was quite disappointed with the VGA GOG release. The cut dialogue and music is really noticeable. Sometimes a sentence will end abruptly and breaks the immersion of the game. Many scenes that had great music in the EGA version or silent in this. I am aware the cut music and other content was done because of the limitations of the early CD-ROM format but it takes a toll on the game. I would love a EGA release of this game.

The best legal way to experience Loom these days, would probably be to buy the Steam release, then to use the conversion site to get the FM-Towns version.

If one would like to play the original EGA version, it's very easy to find (I won't tell you where) and play it through ScummVM. The EGA version even has a nice Roland patch that can be used for a extra interlude and nicer music.
