i tried multiple times to pass this load. On my last try i started the "patrol quest" from the begining, played dice very quickly (2 or 3 launch) . try again and again and check if you re in fullscreen mode.
No big problem after that but man, i was close to give up.

Experienced the same while doing an archery contest.
Switching from borderless windowed mode to fullscreen in the graphics option solved this problem for me.

i had to restart whole game ~ i.e. start from the beginning to fix the issue.

It happens if you save your game around nightingale quest time for some reason.
