Is there a usable fishing rod in the game?
I found fishing spots, but didn't find a merchant who sells them.

No. Look carefully around the fishing spots. Fishing is done via an in world object.

I thought you "fished" with a bow, shooting the actual fish?

Mind, have yet to get to that part myself, been waiting for 1.3 as not so spoil the experience with the reported bugs.
