Has this always been like this and I just somehow got my settings turned up higher than I wanted?
Can I necro this for a small question? When you deployed your chute - did it actually work? Were parachutes working at all?

It will only deploy under the right conditions. The speed and altitude have to be just right. Unfortunately by the time the speed is right I'm already WAY too close to the ground, so it opens but not with enough time to prevent me from putting a huge crater on the planet. :P

Ah, okay! Because I encountered this today: http://forum.kerbalspaceprogram.com/index.php?/topic/147565-113-parachute-drag-completely-ignored-parachutes-not-working-already-solved/

They refused to work completely. Even when dropping capsule from height without any engine.
