In JA2: Wildfire you're told by Robert that once you control Chitzena an agent there will divert money from the sale of ore overseas to your account. Okay, I've taken Chitzena from the army and I have the militia in place with 59% loyalty but I have zero income and no idea what to do to get that working.

In the mining area in B2, you should see a mining office, and inside you have a manager, talk to him and your income will increase.
