You can train health, just like the other stats. Downside is it takes quite some time during which you will need to pay your mercs, replace lost militia through training them an might experience a decrease in support by the population.
An other option is to load a save from prior to the hp loss.
Just for anyone stumbling across this:

If one gets hit, damage occures, this can be bandaged with a first aid kit or a med kit.
The bloodloss stops.

The health from there on heals up very slowly (needs hours and days).

If you got a med kit, you can assign with the equipped medkit the doctor task on the map. The injured one has to become the patient. This speeds up the healing.

Another option is the hospital in cambria.. but if you get there you dont need reading this anymore ;)

If during the hit a stats loss message is displayed, this damage/loss is permanent and can only be compensated by training the stat.
I have read elsewhere, that in the original JA2 the health stat change contains a bug and the max health is effectively untrainable in result. And, as far I tried it looks to be the case (or it indeed very very very sloooooooow? I mean, in comparison to anything else...)
in Ja2 1.12 Health can be powerleveled easily.

Go in tough walking terrain (desert!)
Load as much heavy stuff onto the soldier as you can. (way over 100% wheight; more is better)
Give the soldier a move order on the map to a different sector.
Cancel the movement order.

Cancel the movement order.
Repeat until happy or bored out.

i read this bug is fixed in 1.13.

Yes, I did exactly that and trained strength for 20++ points on several mercs in no time, but none got even single health point.
And yes, I'm in vanilla 1.12 plain as installed from gog. So that have a bug.

It likely it is corrected in 1.13 but I still haven't installed it, no point for current play trough anyway.
