I'm playing with 1.13, and after Red plants a TNT with remote detonation, he can't pick it up without it blowing up on him. He has 99 EXP and about 80 Wisdom, but it keeps blowing! Is there some kind of dialog to attempt a defuse? Because it isn't happening.

What are his DEX and MECH skills? Both of those, along with EXP are extremely important for disabling explosives.
His DEX is 80, MECH 34.

He is failing because his mechanical skills are crap. Your character needs mechanical skills to mess with traps and explosives. Note that a merc wtih no EXP skill can still disarm electric and siren traps, which shows the correlation between EXP, DEX and MECH. All are important for explosive traps and mines.
