Please remove the movement slowdown when holding the alt-fire button. Being slowed down by something like this shouldn't be a thing in a fast-paced old school retro fps. Especially when playing on the highest difficulty this mechanic isn't really much fun since you're not able to dodge projectiles flying towards you and fun is what matters the most.

Well, you are in focus/aiming/target lockdown mode so it's obvious you can't move fast or be distracted, but I do see why people mistake it for cowboy pullout mode by how hand is tapped over the gun. Basically it's like sniper rifle mode and I did see similar implementation in other Build games with no complaints from people, here you just don't zoom in that's why it feels weird.

Personally, I think it's fine; the lock-on doesn't take too long, so if you aiming before you use it (i.e. right click), the slowdown in movement isn't really an issue - it also helps balance that mode with that weapon (which is pretty powerful considering it can 1-shot most enemies).

It is an issue when you play on Maximum Violence. Using this alt fire on that difficulty often results in free hits from enemies which makes using it rather pointless. Also being slowed down is counterproductive to what the games is: a FAST-PACED old school fps. There is no SLOW in FAST-PACED.

Eh, personally I find it fine on that difficulty too, but each to their own.
Some aspects of the game are still being adjusted and perfected, the LB alt-fire being one of them.

I'm sure about that and I hope those aspects will only be improved and not aggravated.
