Using Windows 10 and every time I try to run the game the screen goes black like it might be starting up only for it flash back to the desktop with about two thirds of the screen dominated by a black square that will stay there until I use the task manager to close it. I've tried using troubleshoot compatibility but it results in the same thing.

Maybe one of the tips in this Steam thread could help you.
Inquisitor\GameData\d3dparams.ini

Notepad ->d3dparams.ini->Change for yourself

example)
Initial Screen Width = 1920
InitialScreenHeight = 1080
Max Refresh Rate = 60

I Koreans. English translation.

I solved in this way.

Ever have any luck with this? I'm getting the same issue with no fix in sight.

No, I just gave up.
Have you tried setting the Compatibility mode for "Inquisitor.exe" to Windows XP (Service Pack 3)? That and editing the "d3dparams.ini" file in the "Inquisitor\GameData" folder helped a few people. In the .ini file, you should set InitialScreenWidth, InitialScreenHeight and MaxRefreshRate to match your desktop settings. Launching the game in window by setting StartWindowed to 1 could also help.

I think I'm going to do the same. Getting kinda annoying to buy games that I then have to jump through hoops to try to get to run
It seems kind of silly to just give up on a game that you've paid money for, particularly one as good as this one, when there is so much help avaiable. Also, I can confirm this worked for my Win 10 64-bit edition (I didn't have to even go to the Windowed Mode workaround):
