I have gotten tinthan's testimony/harph's diary....and the warrant to arrest him but I cannot find him...thought he was in the prison...but can't find him there....probably obvious but where is he located at this point in game?

If he is not in the inn in the West Glatzburg, maybe you could find him standing at the tree outside of the inn.
