I can't finish act 2. I defeated and burned the cardinal. I then speak to welfgar, but nothing happens. What else do I need to do?

Check your notes journal. There should be an entry to mention you will be able to travel to Alvaron. If the entry is there, move to the world map and the option to travel to Alvaron will be there in another corner southwest of Glatzburg.
