How can you advance from apprentice to disciple in a skill?

I have met all requirements for advancement in a skill (level 6 + the required stat and skill points) but hovering the mouse over the skill displays I am still apprentice.

It seems like only raw stats matter for skill calculation. Take off your clothes and look if you still got the requirements for disciple.
