You could have a look around laptopvideo2go and try to find a more recent driver than the official one. The procedure is a bit strange: You have to download and extract the driver, then replace the inf file with the one you can find right nnext to the download.
Not ideal, but it worked for me a couple of times, because Toshiba's support only hands out drivers that are at least 2 years old and official NVidia drivers don't work on laptops.
Yes I've never quite understood how nvidia can produce a notebook chip and then not produce drivers, you'd think they'd have to have a certain degree of standardisation that would allow for more global updating
Well I note there hasn't been an answer given here, but I had this problem on windows XP and found the problem was DEP (Data Execution Prevention).
I often get problems with DEP running older games as I have DEP enabled for all programs as an extra security measure with the mixed blessings that brings.
Normally this would stop a game from running but in this case it stopped the characters from being rendered on screen.
To exclude the game from DEP protection on windows XP go to "Start" - "run" (on vista or windows 7 probably start search bar) and type "sysdm.cpl" this will give you the system preferences dialogue window. Click on the "Advanced" tab and under the "Performance" section click on "Settings". Now go to the "Data Execution Prevention" tab and click on the "Add..." button and browse to the games executable eg "C:\Program Files\GOG.com\In Cold Blood\engine\linc\engine.exe" Apply the changes and close the windows.
I suspect you will now find the game plays correctly with the characters appearing on screen now.

Besides DX11, do you have the latest DirectX 9.0c package installed as well?

Just ran this installer to check:

It said no update was necessary, I already have the latest updates. I am pretty meticulous about keeping all drivers and windows updates up to date.
I'm another victim of this problem. Vista 32bit, ATI card. Thus it can't be Vista 64bit or NVidia-related.
Due to the age of the game, it's unlikely that updating graphics or sound drivers helps for newer PCs.

Has anyone managed to run the game successfully on Vista yet? Or is anyone having this problem on XP?

Edit: I noticed that this problem has been reported back in 2009, for an XP PC and an ATI card - which answers my questions above. But there is no solution mentioned there.

Let me summarise my observations:
- I see no one, but I can speak with people (offer guards cigarettes, for example)
- The Del key works
- Tried without any success to switch off DEP and UAC, ran the exe as admin, tried all compatibility modes.
- I have a triple core AMD, but the exe runs on one processor only.
- My PC is Vista 32, latest service pack, 4 GB RAM, ATI card, plenty of disk space, all drivers are newer than the game.
- I have re-installed the game to a non-"program files" folder, just to be sure, but this didn't help either.

Any ideas?

I also have Vista 32-bit, but I'm on Intel GMA graphics. But like you said this problem was reported on XP as well.

I'm a bit frustrated at this point. Obviously my PC meets the requirements and I bought this game expecting it to work. It does not. I sent two emails to support with no response. Can I get my money back?

When did you send your messages?
I sent a message to gog.com yesterday and will give them a few days to investigate and reply (assuming they do it - they didn't bother to send a confirmation of receipt).

If they can't resolve the issue, I'm sure gog.com will give me my money back. Otherwise - well, we'll see ... - I'm thinking positively.
Same problem for me. I'm running 7 64 bit, which I know isn't officially supported, but I get the exact results as everyone else. I didn't tinker much yet, but thought I'd throw it out there.

I can hear the footsteps as they go from left to right, and someone keeps telling me they won't let me in.. I spent a while on it because I thought my character was behind the FoV.
Update - GOG got back to me and suggested I install the June 2010 Direct X package. I did, restarted, and still had the same problem with this game. Waiting for a response from them.
Update - I have received a sign of life from GOG support, so there is hope.

I read the post saying that someone managed to run the game on a W7/64b PC, with UAC disabled, and installed on a non-system partition. I have tried both, without success. But at least there doesn't seem to be a general issue with recent hardware and operating systems.

I was also surprised to see that there are recommendations to UPGRADE drivers, DX, etc. For an OLD game? Why and how would this help?
