I get to the main screen, but when I try to launch an Imperialism 2 game, be it a tutorial of a normal game, there is a crash and the Windows error message "Program doesn't work anymore - a problem prevents the program from executing".
I tried all compatibility settings (including 640x480 resolution) and entered the exe to the DEP exception list - didn't change anything (except that I didn't even get to the main screen when I tried to use Win95 or Win98 compatibility).
My PC is an AMD 2100 (triple core), 4GB RAM, ATI 3650, Vista 32bit, latest service pack and drivers, plenty of disk space.

Try messing with the ATI graphics settings, I got some old games with that same error and fixed it by not forcing monitor refresh rate.

Changed a few settings, without success. But how do you NOT force the monitor refresh rate?
Not sure for ATI, I have nvidia, when I go into control panel, then manage 3D settings theres global stuff that overrides games settings like texture filtering settings.
One setting is called "Preferred refresh rate (samsung monitor name) and the setting that gave me the problems was "Highest available". When I set it to "Application controlled" everything worked.

OK - this setting exists for ATI cards, too. On my PC, the default is "application controlled". Changing it to anything else, and choosing higher or lower refresh rates didn't help.
Luckily, I can play Imperialism 2 on an old XP laptop.
It might help to revert to very old graphics drivers, or to play in a virtual box. I won't do the former, but might try the latter.
I think the real question here is, "Why are you running Vista?"
