Have you tried running on "compatibility mode" and disabling the "fullscreen optimization" option?

Also (assuming you haven't already) if you're using a laptop with an Intel graphic chip - try setting a new player profile using the 1024x768 display. For some reason which I never managed to discover, many old windows games run perfectly fine on my W10 desktop - yet will have plenty of issues running on a laptop with Intel Graphics.
i can explain the issue with laptops, though it is not just in older games. it is also an issue in certain newer games, like tales of arise. it have to do with the way the gpus is set up. many laptops have their dedicated gpu set to render only(my toshiba qosmio and asus N535M laptops), rather than full unit(my cepter maximus sledgehammer laptop).many older games was built before nvidia optimus and whatever the amd version is called. certain newer games was built after the nvidia optimus decline and nvidia optimus is no longer relevant. that makes them unable to access the dedicated gpu at all. some games manage to run on the integrated gpu, while some just crash(tales of arise). in terms of imperialism 2 of course, it does not matter what gpu it runs on. you can just disable the dedicated gpu if that crashes.
