So my king died, one of the pretenders raised a 32k army that roams around but I cant attack and kill it cause its still green friendly, so how is he supposed to take my throne if he is not even fighting the rightful king for it?

What's likely happened is his 32k hasn't put him past the threshold to start the countdown to civil war. I'm not 100% sure on the figures but I think they need to have at least 30% of your total troop copunt on their side before the 13 month countdown starts

Ah so he will just roam around then since I have about 150k men myself? Or can he recruit more people to his cause?

He'll recruit more but it's limited by his Personal Wealth since he's paying out of his own pocket for their recruitment and upkeep. Pretty sure if he dies you get the troops too.
