Have you got ddrawfix installed?
If not, try that & use WineD3D's DDraw Library.

thanks for the suggestion, I checked my IWD directory and it does contain a ddrawfix folder and setup-ddrawfix.exe, i ran this exe and tried both of the available options and the issue persists on each.

this is on win7 x64, and my gpu is nvidia gtx 680.

Do you have mouse pointer trails set to 'on' in the Windows control panel -- it looks like it in that video. If so, turn them off. And also check your game settings for IWD in the control panel of your graphics card. Toggle VSync and/or Double Buffering.
Switching double buffering did the trick, cheers!
