I am a bit confused. Any help would be appreciated.

My mage (single class) has a character level of 12 and Illusionist level 15. His Intelligence is 21. He can cast level 6 spells but not spells of level 7.

1. Why is that?

2. In the manual it says that a spellcaster has to be at level 16 in order to cast spells of 6th level. How is it possible that my character is able to cast 6th level spells when he is just level 12?

3. Finally, when is he going to be able to cast level 7 spells?

EDIT: I am playing IWD2. My Character is a Deep Gnome Illusionist.

Are you playing IWD 1 or IWD 2? Each game uses a different rule-set for character builds.

That said, I have no idea what you are talking about. If you have a single-class character in either game system, you are either level 12 or level 15. You can't be both.

In IWD1, as a Mage who has specialized as an Illusionist, you should be able to learn level 6 spells when your character is level 12. Seventh level spells should become available when your character is level 14. You need a minimum intelligence of 14 to be able to learn seventh level spells, but that shouldn't be a problem for you. As an Illusionist, you will NEVER be able to learn spells from the Necromancy school, regardless of what level you are.

In IWD2, if you are a Wizard class who has specialized in Illusionist, you should be able to learn level 6 spells when your character is level 11. Seventh level spells should become available when your character is level 13. You need a minimum Intelligence of 16 to learn level 7 spells, but that shouldn't be a problem for you. As an Illusionist, you chose 2 other magic schools that you can NEVER learn, regardless of level.

Because of their racial bonuses deep gnomes get a 3 level penalty, so they need to be character level 15 in order to have 12 class levels. Only class levels count for class abilities like spellcasting.
For illusionists (specialist wizards) level 7 spells require 14 illusionist levels, level 8 spells 16.
Level 6(7) spells also require at least 16(17) int.
