Are you talking about IWD1 or IWD2?
Have you tried running as administrator?

Try running setup-ddrawfix.exe & then uninstall it.
If that doesn't work
Run Config.exe & enable "Use OpenGL 3D Acceleration"
If that doesn't work

Then download & install the DXSDK from Microsoft. http://www.microsoft.com/en-us/download/details.aspx?id=6812

It will give you a way to disable Hardware Acceleration for Direct Draw.

Go to:
Start
All Programs
Microsoft DirectX SDK (June2010)
DirectX Utilities (Not the 64bit version)
DirectX Control Panel

On the DirectDraw Tab, untick Use Hardware Acceleration.
Probably should get out of the habit of posting your phone number on the internet.

In your Icewind dale complete directory, look for setup-ddrawfix.exe.
Highlite it and click the right mouse button & then select "Run as Administrator"
When the Dos Window appears, just press U & then enter to uninstall it.
