so I have two fighters in my party and when they hit level 3 I was able to increase their main weapon to proficiency level 3, but my other characters can't go past 2 or in the case of my thief can't even go past 1.

Is this normal? If so, why? and will they ever be able to go past those levels?

Yes, that's normal. Only Fighters can put more than 2 pips in a weapon, and only warrior classes (Paladin, Ranger, etc) can put 2 pips into a weapon.

As to the why, it's just part of the AD&D rule set.
