I'm running icewind dale 2 on a windows 10 and I'm having trouble on starting it up. Once I activate it from my desktop, everything on my screen doubles in size and a borderless version of the game appears in the lower right-hand corner of my screen, but it's cut off so I Can't even access the menu. How can I fix this?

You need to set your video control panel (Set Desktop Size and Position [nVidia]) to scale on GPU (Aspect) and override scaling mode set by other programs. There should be something similar for AMD cards.

I can if you have an nVidia video card. Set it up as in the attached image.
