So I;ve been trying to get Icewind Dale 2 to work on my machine, but it freezes up and doesn't allow me to access any other part of my computer (even in windowed mode!!) And I've tried every fix, I've edited the EXE with compatibility tool to de-artifact the fog of war (didn't even help!) and I'm running it in XP SP2 compatibility mode. Is there something I'm doing wrong?

Riiiight... what else have you done to exacerbate the situation?
All I've done is install the tweak pack from Gibberlings, do the thing you quoted (I seriously have no idea what I'm doing for the record), and put it compatibility mode. Outside of that, I could post screencaps of my settings, if that would help?

Wait... you say you have no idea what you're doing, and yet you admit to editing the executable? There's only one sensible option for you: uninstall the game via Control Panel and reinstall. Do NOT add any mods until you get the game working, and the game should work from the word go, even without having to set any compatibility flags, unless you're running Windows 10, in which case I can't help you there.
