Explain it from the beginning.

I have a lot of scrolls, I have "burning hands" that looks like it's engraved clay, set as F4

I can't figure out how to use any of these.

I've pressed F4. I've clicked on the spell then the opponent. I've done everything I can think of

Please help.

It sounds like you simply ran out of scrolls. Did you check your inventory to see if you have any left? Can you please provide screenshots of your inventory and toolbar?

It would be better if you explained to us how you got to this state. How did you set Burning Hands as a quick spell? What did you do before that worked? Were you ever able to cast Burning Hands from this quick spell button? What have you done since then?

As I recall the interface, F4 is for a Quick Spell, not a Quick Item, so your count of scrolls has no effect here. Only the count of times you have memorized Burning Hands matters. As a reminder, spell casting works differently for mages versus for sorcerers.

For mages: a spell must first be added to your spell book by successful scribing. Once it is in the spell book, a mage can schedule to memorize zero or more copies of the spell, up to however many memorization slots his character level and equipment allow for the relevant spell level. Once scheduled for memorization, a successful long rest will memorize the spells. Once memorized, you can cast the spell, either through a Quick Spell or the slower interface. Regardless of how you choose to cast it, once your character begins chanting, the spell is un-memorized for the day. It remains scheduled for memorization again at next rest, though. If you are interrupted while casting, the spell does not occur, but you do not get the memorization back. Therefore, it is important that you only cast when you have a good chance of finishing the chant successfully. Some spells have very long casting times, and will be nearly impossible to finish if the enemy is not distracted by other party members.

For sorcerers: spells are learned at level up, not by scribing scrolls. Sorcerers do not schedule spells for memorization. Instead, once learned, a successful long rest will allow the sorcerer to cast a specific number of spells of each level. See "Sorcerer Spells Per Day" (page 383) for how many spells of each level are allotted. A sorcerer can spend all of his spells per day on any combination of the spells of that level. To balance this, sorcerers typically know fewer spells than mages.

If I were to guess based on your description, you have exhausted all your castings of Burning Hands for the day. If you are a mage, check that you are scheduled to memorize Burning Hands. Complete a long rest and you will get more castings.
