You can try the solution in this thread. I didn't have to go through all of the steps. On my system (AMD Radeon HD 8750M; Windows 8.1) I only needed to disable the DirectDrawFix mod:

1) Open a command prompt.
2) CD \<path to iwd2>
3) setup-ddraw-fix
4) At the menu, type u and press ENTER

I think so. If I get the chance I'll try it tonight or tomorrow and let you know. =)

Edit: At least on my setup the cursor doesn't flicker like it does in IWD2. But, the same patch is used in IWD as in IWD2. Rather than running ie-ddraw-fix-iwd (which is a .cmd file), just run setup-ddraw-fix and then step four above and it will uninstall the patch.

Edit 2: Went back and tried IWD2 again and the cursor was flickering. So after my last AMD driver update, now it only works if WineD3D is enabled. Weird...

By the way, step 3 should read "setup-ddraw-fix" for both IWD and IWD2. =)
