With enhanced editions it's virtually a given, yes -- it's always a good idea, anyway. If you have any mods installed, they won't be after the patch, so you will have to reinstall those as well.

On the Mac page, I see nothing about 1.4; only the full 2.4 gig installer for 2.2.0.12. Is that what I need?

Mac gets a new DMG, so yes.
